The Canadian Constitution does not assign direct political powers to Citizens of Canada. It's Charter of Rights and Freedoms applies to "Everyone" or "Individual" within Canada. Charter section 32 limits Charter scrutiny to the exercise of government corporate power. The exercise of private corporate power has thereby been excluded from Charter scrutiny.
